Minutes of the last meeting, held 8th September 2009 were approved as a fair reflection of the meeting, and the Chairman was authorised to sign them. |

Councillor Monson provided the meeting with an update on a variety of issues: |
| ||
|

a) |
Norfolk County Council had set themselves a target of budgeting to cut back on expenditure with the objective of not increasing Council Tax by more than the rate of inflation for 2010/11. This was in part driven by the reduced amount of funding being received from Central Government. |

|
|
b) |
They are also setting themselves an objective of no increase in Council Tax for the following two years. |
| |
|
|
c) |
This involves a target of saving some £140m over the next three years, out of a "discretionary" budget of £560m per year. |
| |
|
|
d) |
Part of the effort involved plans to introduce innovative ways of reducing waste going to landfill, and saving the landfill tax payable, which is being increased by Central Government. |

Matters Arising |

a) |
Website. The clerk is continuing to liaise with NALC over the development of the site. |

b) |
Drain outside Crow Hall Farm. All drains in the area have now been cleared. Legal work is now underway to ensure that Highways can have access to the pump to provide an electricity supply and maintain the pump. |

c) |
Bridge at Gooderstone Road. |

i) |
Councillor Monson stated that he was working with the Bridge Engineers to try to
find a financially more effective medium- |

|
|
|
ii) |
A meeting of Councillor Monson, the Bridge Engineer and Trevor Brooks would take place at the bridge next week. |

The Clerk had written to our MP on this matter and he in turn had written to Councillor Monson. |

|
d) |
Playing Field Boundary. Cllr. Boughen gave an update on progress with the clearance of the hedges. Two edges had now been cleared by himself and Mr. Noel Cater. |

e) |
Clerks Training. The clerk would book a days training once the new dates were announced by NALC. |

f) |
Chalkrow Lane Street Signs. The Chair explained that an extensive process would be required to amend the name of the Road. It was proposed by Cllr Scotney and seconded by Cllr Melhuish that the road remains Chalk Row Road, this was unanimously agreed. Clerk to obtain new street signs. |
